The IDF is governed by a three-tiered decision-making structure which includes the Steering Committee, the Operating Committee and the Secretary General. The Steering Committee, Operating Committee and each of the Working Groups and Task Forces are chaired by IDF insurance industry members and co-chaired by IDF public sector members.
The IDF Secretariat is funded by the industry members of the Steering Committee. Its programmes and projects are co-funded by the participating industry members and a Donor partner from the public sector, or a foundation.
With almost 120 partner organisations from across the world, the IDF is a unique public-private partnership.

Steering Committee
The IDF Steering Committee is accountable for the overall strategic direction and oversight for the Forum.
The body reflects the public-private nature of the IDF institution, and includes leaders of multilateral organisations, government and non-governmental organisations and global insurance industry participants.
Membership is by invitation; members are selected based on their organisations’ commitment to the mission and vision of the IDF. The private sector Chair and public sector Co-Chairs are elected by the Steering Committee members through a pre-defined governance process. Private sector members pay a yearly membership fee.

Operating Committee
The IDF Operating Committee reports to the Steering Committee. It leadership prepares strategic papers and proposals for consideration by the Steering Committee, and is responsible for guiding and overseeing the Forum’s implementation efforts in alignment with the strategic objectives and priorities agreed with the Steering Committee.
Membership of the Operating Committee is by invitation. It includes the private and public sector Chairs and Co-Chairs of the IDF Working Groups and Task Forces, and other senior executives and officers from the insurance industry, public sector institutions, NGOs, and academia.
The private sector Chair and public sector Co-Chairs are elected by the Steering Committee Chair and Co-Chairs through a pre-defined governance process.
Members
Secretariat
Led by the Secretary General, the IDF Secretariat coordinates and supports the work of Steering and Operating Committees as well as the Working Groups. It also drives strategic efforts cutting across them.
The Secretary General manages the Secretariat team and provides a focal point for the Forum’s day-to-day activities, engagement and administrative needs.
The Secretariat is located in London, hosted at the offices of Clyde & Co.
Members
IDF Ltd
Insurance Development Forum Limited was formally incorporated as a company limited by guarantee in England & Wales in June 2020. The independent legal entity enables the IDF to fulfil its administrative roles and functions with members, stakeholders and projects.
The entity was approved by the UK Financial Conduct Authority (FCA) in July 2020 with a Board of Directors appointed, and Swiss Re and AXA appointed as Members. International law firm Clyde & Co is the appointed Company Legal Secretary.
Working Groups
The IDF’s initiatives, programmes and projects are driven by the Co-Chairs of the Working Groups and Task Forces, and implemented with its members and partners in project teams.
Participation in the IDF Working Groups and Task Forces is open to all interested participants who are committed to contribute to their work. Interested organisations can apply to be invited to join.
