Linet Odera is the Chief Officer for Public Sector & Inclusive Solutions at ZEP-RE, with nearly 20 years of experience at the intersection of insurance and development. Linet is driven by a deep belief in the power of risk transfer in fostering financial resilience and inclusive growth across Africa.

Her expertise spans direct underwriting, reinsurance broking, continental (re)insurance leadership at OESAI and a strong track record in leading strategic partnerships and innovation. Prior to joining ZEP-RE, Linet served in a regional leadership role at the UNDP’s Insurance and Risk Finance Facility (IRFF), where she spearheaded climate and disaster risk financing CDRFI efforts across the continent. Her work has helped governments, institutions, and communities build financial preparedness for increasingly complex risks.

At ZEP-RE, Linet leads the expansion of inclusive insurance and sovereign risk solutions, supporting the public sector clients and vulnerable communities to access innovative and sustainable financial solutions. She also oversees a portfolio focused on streamlining cross-border trade across Africa.

Her mandate reflects the company’s commitment to shaping resilient systems that safeguard development gains and strengthen response capacity in times of crisis.
