The IDF is governed by a five-tiered decision-making structure, led by its Steering Committee of industry and public sector leaders. With over 100 partner organisations from across the world, the IDF is a truly cross-sector public-private partnership.
Membership of the IDF is open to all industry participants (insurers, reinsurers and brokers), multilateral organizations, non-governmental organizations and public sector institutions who share the same objective of optimising and extending the use of insurance and its related risk management capabilities to build greater resilience and protection for people, communities, businesses, and public institutions that are vulnerable to climate change and natural disasters and their associated economic shocks.
Membership of the Steering Committee and Operating Committee is by invitation. Members are chosen on the basis of their commitment to the cause and principles of the IDF. The Steering Committee reflects the public-private nature of the IDF institution, and includes leadership of multilateral organisations, non-governmental organisations and global industry participants.
Membership of the Working Groups is by invitation or application. Members are chosen on the basis of their expertise and experience in the specific focus area of each Working Group, and each Working Group includes members from both public and private spheres.

Operating Committee
The IDF Operating Committee leads and directs its implementation efforts. It is comprised of senior executives and officers from the insurance industry, public sector institutions, NGOs, and academia.
Working Groups
The IDF’s initiatives, programmes and projects are implemented by the following four Working Groups and two Task Forces. Driven by private and public sector Co-Chairs, they implement and deliver on IDF priorities and objectives.

The IDF Secretariat is located in London and led by the Secretary General who manages the Secretariat team and provides a focal point for the Forum’s day-to-day activities, engagement and administrative needs.
